 Emergency Medical incidents average approximately 80% of all 9-1-1 calls received by the Big Bear City Fire Department. All of our Fire Fighters are either Emergency Medical Technician (EMT) or Paramedic certified. There are at least three Paramedics on shift each day to serve the emergency medical needs of the citizens. Big Bear City Fire Department provides ambulance response to the entire Big Bear Valley and surrounding areas. We respond to over 2,000 EMS calls annually. Additionally, we provide for approximately 450 transports to off-the-hill hospital facilities.
As EMS Coordinator, Captain Mike Maltby (pictured) is responsible for planning, coordinating, monitoring, and evaluating the delivery of emergency medical care, while ensuring compliance with local and state regulations and guidelines related to Emergency Medical Services (EMS) programs. The following are duties that are fulfilled by the EMS Coordinator:
Develops objectives, recommends and assists in implementing policies and operating standards related to emergency medical services.
Monitors programs, operations, and personnel for compliance with local and state rules, regulations, and guidelines related to emergency medical services.
Evaluates, coordinates, and monitors continuous quality improvement (CQI) issues, as well as develops and implements CQI mechanisms necessary for evaluation of system compliance as well as to ensure EMS excellence.
Coordinates the Districts paramedic and EMS pre-hospital care and transportation system.
Coordinates, trains, and motivates paramedic and EMT staff to ensure performance meets department and ICEMA standards.
Coordinates billing procedures and conducts periodic audit of medical billing.
Performs routine and special evaluations of paramedics and EMTs in classroom, clinical, and field setting to monitor the effectiveness of EMS services delivery by department personnel.
Manages EMS records to ensure accuracy and confidentiality.
Maintains records and generates reports for paramedic educational and licensing requirements.
Provides medical oversight of the pre-hospital medical care and transportation provided by EMTs and paramedics to ensure compliance with accepted clinical standards.
Performs a variety of administrative, operational, research, and analytical duties in support of the program and develops reports.
Assists in preparing and monitoring the EMS budget.
Investigates complaints and responds to inquiries about the EMS budget.
Acts as liaison with local and state regulatory EMS agencies, hospital personnel, paramedic trainers, other fire agencies, and the public in the course of managing the EMS program.
